Fix "fatal role postgres doesn't exist" (#2296)
* Fix "fatal role postgres doesn't exist"
Fix a frequent error with recent postgres docker images:
`FATAL: role "postgres" does not exist`
* Use $$VAR so it's expanded by the shell, not docker
